How to make Shrimp Scampi without wine

Shrimp Scampi Recipe (2 servings)
INGREDIENTS:
1 1b/450g whole shrimp OR 0.5 Ib/225g peeled shrimp
1 tosp minced garlic
1 tsp red chilli flakes
3 tosp butter
1 tosp cooking oil parsley for garnish
Salt as needed

1/2 cup water
1 tbsp apple cider vinegar (or lemon juice)
1/2 tsp sugar
